Description:
This position is part of the promotional process for Fire and Emergency Services and is open to internal candidates only. The Fire Lieutenant is responsible for supervising and training a fire company, directing firefighting operations, overseeing equipment maintenance, and assisting in fire prevention and community risk reduction programs. Assignments may include supervision of a company in Operations as well as non-company roles in Support Services, Business Services, Administration, Safety, or Emergency Management.
Supervision:
Exercised: Supervises other employees.
Received: Reports to a Fire Captain or Battalion Chief (other reporting relationships may apply).
Key Responsibilities:
Supervise staff, including selection, training, assignments, evaluations, and corrective action.
Conduct company training and instruct in fire training programs.
Interact with community groups on fire and emergency services issues.
Assist with policy development, budget management, procurement, and project oversight.
Oversee facility, equipment, and apparatus maintenance; prepare reports as required.
Command fire companies at emergency incidents, direct firefighting activities, and prepare post-incident analyses.
Conduct fire investigations, building inspections, and enforce fire safety standards.
Promote health and safety, complete exposure/injury investigations, and maintain member readiness.
Communicate effectively, mediate disputes, and maintain professional relationships.
Serve as Acting Fire Captain when assigned.
General Requirements:
Valid state drivers license (must remain in good standing).
Annual medical assessment and random substance screening.
Completion of required background checks.
No major disciplinary actions in the last 12 months.
No more than one at-fault accident/property damage in the past year.
No criminal conviction in the past 12 months.
Compliance with all required trainings.
At least Meets Standard on the most recent evaluation.
Required Time in Rank:
Four (4) years as a Career Firefighter (including time as a DPO), excluding Recruit Academy and Probationary Period.
Probationary period must be complete at the time of application.
Required Education:
High School Diploma or GED.
Minimum of 30 college credits at time of application.
Additional Educational Requirement (Effective July 1, 2025):
Personnel promoted after this date must complete the following accredited courses by January 1, 2027 (or prior to promotion starting in 2027):
Building Construction for Fire Protection
Fire Prevention
Fire Protection Systems
Principles of Fire and Emergency Services Safety and Survival
Training Certifications (Required at Application):
Virginia or National Registry EMT Certification
Fire Officer I (NFPA 1021)
Fire Instructor I (NFPA 1041)
Incident Safety Officer (NFA, VDFP, or FDSOA)
Completion of Acting Lieutenant Task Book/Process
Preferred Certification:
NFA Supervising Emergency Medical Services
Knowledge, Skills, and Abilities:
Strong knowledge of workplace safety, supervisory practices, and departmental policies.
Familiarity with organizational structure, budgeting, procurement, and resource management.
Proficiency in fireground operations, equipment maintenance, and incident management.
Skills in evaluation, counseling, conflict resolution, and team leadership.
Ability to communicate effectively in both emergency and non-emergency settings.
